Zaire
Watching American foreign policy is like watching the horses in a fixed
race. If the U.S. considers a foreign policy action to be critical to its
interests, it acts unilaterally and tells the rest to follow if they wish.
If the U.S. considers a foreign policy action to be important to its
interests, it activates NATO. If it is simply an interesting action, it
tells the UN to take care of it. If it is totally bored with the foreign
policy action, it tells the locals to take care of it. So we already know
where Zaire sits on the official American foreign policy agenda:
interesting at best, and rapidly moving to boring. The scenario now
unfolding is that the people of Zaire will be rid of a large number of
refugees, they will have to endure continued fighting in eastern Zaire,
they will have to endure the hateful and vicious repression that will be
inflicted on the population by a retaliating and humiliated Zairian army,
and they will be left with the Mobutu-Kengo regime in full power and
control, with all the death, destruction, corruption, and economic
deterioration that go with that regime. Text adapted from Zaire Watch. See also CNN Zaire
